Understanding RF exposure limits and the standards that define them is only the first step in protecting people from RF radiation. In practice, organizations must translate these scientific and engineering requirements into effective workplace procedures that can be applied consistently throughout the life of an RF installation. This requires more than technical knowledge; it requires systematic planning, clear responsibilities, and well-defined operational processes.

The next chapter examines how organizations develop and implement RF radiation safety programs. It describes the engineering, administrative, and operational controls used to identify RF hazards, assess risks, establish exclusion zones, control access to transmitting equipment, train personnel, document compliance, and manage RF safety throughout the operational life of communications, broadcasting, radar, and other RF systems. Together, these programs ensure that the principles and standards described in this chapter are translated into safe working practices that protect both workers and the public.
