10.10.2 Work Authorization
Formal authorization should be used where the work, exposure conditions, or shared responsibilities make it necessary to confirm that the prerequisites have been satisfied.
Depending on the nature of the work, this may involve:
- maintenance permits;
- access permits;
- rooftop permits;
- tower climbing permits;
- transmitter isolation permits; or
- integrated permit-to-work systems covering multiple hazards.
The authorization is a control, not a paperwork exercise. It should identify the work and its limits, the approved source states and controls, the people authorized to act, the validity period, the communications and stop-work conditions, and the formal release or handback required before restoration.
10.10.3 Pre-Work Briefings
A pre-work briefing should confirm:
- the scope, sequence, and limits of the authorized work;
- the RF sources, source owners, and assessed exposure conditions;
- Controlled Areas, site-defined exclusion zones, and permitted access routes;
- the required engineering and administrative controls;
- outage, down-powering, beam-control, and isolation arrangements;
- communications, source-status confirmation, and change-control arrangements;
- emergency and suspected-overexposure arrangements;
- individual responsibilities, supervision, and handback; and
- the conditions that require work to stop and be reassessed.
At a shared site, the briefing should confirm that the Responsible Person, source owners or operators, supervisors, and contractors are using the same current information and have agreed who may change or restore each source.
