10.3 DEVELOPING AN RF RADIATION SAFETY PLAN
An RF Radiation Safety Plan is a controlled document that applies an organization's broader RF safety program to a defined scope, commonly a workplace, site, installation, group of sources, or activity. An organization may use one Plan for all its RF operations, but organizations with multiple or complex facilities will usually require several Plans. In Australia, the program and its Plans can give practical effect to the RPS S-1 expectation that the RF risk-management process be clearly documented in a written workplace policy.
Within its defined scope, each Plan should identify the applicable policy and management commitment, define the procedures used to identify hazards and assess and control risks, identify the people responsible for implementation, and specify how controls will be monitored and reviewed. It provides a common site or workplace reference for personnel, contractors, auditors, and regulators.
The plan should be developed and reviewed in consultation with affected workers and integrated with the organization's broader health and safety system, emergency procedures, maintenance arrangements, and management-of-change processes. RF safety should therefore operate as part of normal workplace risk management rather than as an isolated technical activity.
10.3.1 RF Safety Program And Site- OR Workplace-Specific Plans
An organization normally operates one overarching RF safety program supported by one or more RF Radiation Safety Plans. The division between the program and the Plans should reflect the organization's size, the number and complexity of its RF installations, and how responsibilities are distributed.
The RF safety program establishes organization-wide policy and commitment, governance, management responsibilities, consultation arrangements, training requirements, engineering standards, reporting requirements, and monitoring and review arrangements. It provides a consistent framework across the organization.
Each site- or workplace-specific RF Radiation Safety Plan applies that framework within its defined scope. It should identify RF sources and operating conditions, antenna layouts, current exposure assessments, areas above public or occupational limits, Controlled Areas, any site-defined exclusion zones, access arrangements, the Responsible Person and contact details, emergency arrangements, and applicable safe work procedures.
A small organization may be able to cover all its RF operations in one Plan. More commonly, separate Plans are maintained for individual workplaces or sites so that local sources, exposure conditions, responsibilities, and work practices are stated clearly while remaining consistent with the organization-wide program.
