10.3.4 Living Documents
An RF Radiation Safety Plan should never be regarded as a document that is written once and then filed away. RF installations evolve throughout their operational life. Antennas may be replaced, transmitter power increased, frequencies changed, additional services installed, or nearby structures constructed. Maintenance procedures may also change as equipment is upgraded or operational requirements evolve.
Each significant change should trigger review of the plan and relevant exposure assessments in consultation with affected workers. Scheduled reviews should also incorporate lessons from inspections, audits, incidents, and developments in equipment or assessment practice.
10.3.5 Approval And Document Control
Like any controlled engineering document, an RF Radiation Safety Plan should be formally approved before implementation.
The document should identify its approving authority, issue date, revision number, Responsible Person, and review schedule. Document-control procedures should withdraw obsolete versions and ensure that personnel and contractors can access the current approved edition.
Good document control is particularly important where contractors or multiple organizations share the same RF installation, ensuring that everyone works to the same approved procedures.
10.3.6 Relationship To Risk Management
The RF safety program provides the overarching management framework. Each RF Radiation Safety Plan translates that framework into controlled arrangements for its defined workplace, site, installation, group of sources, or activity.
A Plan does not replace worker consultation, hazard identification, exposure assessment, engineering design, or training. It coordinates these activities within its scope, assigns responsibility, and specifies how implementation and effectiveness will be monitored and reviewed.
