10.15.6 Shared Buildings And Multi-Operator Sites
RF equipment is often installed on buildings or sites occupied by the public, managed by another organization, or shared by several source operators.
Examples include:
- office buildings;
- apartment buildings;
- hospitals;
- shopping centers;
- hotels; and
- public and mixed-use facilities.
Occupants, cleaners, building-maintenance personnel, contractors, emergency responders, and visitors may have different knowledge, authorization, and exposure classifications. Access arrangements must address the actual activity and must not assume that everyone with a building key is trained or authorized for an RF Controlled Area.
Building owners, site managers, source operators, employers, and contractors should consult, cooperate, and coordinate to ensure that:
- RF sources, owners, normal operating states, boundaries, and access points are identified;
- responsibility for keys, access authorization, inspection, and current information is clear;
- entrants are appropriately classified, informed, trained, supervised, and controlled; and
- maintenance, emergencies, outages, down-powering, source-status changes, and handback are coordinated.
10.15.7 Public Information And Enquiries
Questions from nearby residents, occupants, or other members of the public should be answered accurately and respectfully without overstating what an assessment demonstrates.
Useful information may include:
- the applicable RF exposure standard and general public limits;
- the scope, date, and operating conditions of the compliance assessment;
- the measurement or computation methods and relevant uncertainty;
- the distinction between controlled occupational exposure and general public exposure; and
- the design, access, monitoring, and review measures that protect the public.
Clear information based on recognized standards and the actual installation supports informed discussion. Technical records should be explained in context rather than reduced to an unsupported assurance.
