9.2.4 RF And Electromagnetic-Energy Safety Management
Exposure limits and measurement methods do not, by themselves, create a safe workplace. Safety-management standards establish the organizational responsibilities, controls, training, documentation, and review processes needed to maintain compliance throughout the life of an installation.
• IEEE Std C95.7-2022—IEEE Standard for Electromagnetic Energy Safety Programs, 0 Hz to 300 GHz. IEEE C95.7 provides a comprehensive framework for establishing, administering, and auditing electromagnetic-energy safety programs. It addresses source inventories, hazard identification, exposure assessment, location classification, engineering and administrative controls, signage, personal monitors, protective measures, training, responsibilities, record keeping, incident management, and program review. The standard also recognizes concomitant hazards such as interference with implanted medical devices, ignition of flammable atmospheres, and initiation of explosive devices. It is intended for organizations operating or maintaining significant electromagnetic sources and may be used with IEEE C95.1, ICNIRP-derived limits, or national regulatory requirements.
9.2.5 Engineering Recommendations
These recommendations address what should be done after an installation has been assessed: reducing excessive exposure, managing access, and monitoring environmental fields over time.
• Recommendation ITU-T K.70 (12/2020), with Amendment 1 (12/2021)—Mitigation Techniques to Limit Human Exposure to EMFs in the Vicinity of Radiocommunication Stations. ITU-T K.70 helps operators evaluate cumulative exposure from several transmitters, identify the dominant contributors, and compare practical mitigation options. It discusses increased separation, antenna height and orientation, power reduction, alternative antenna patterns, shielding, barriers, exclusion zones, and administrative controls. Its accompanying EMF-estimator software can support preliminary multi-source calculations and mitigation planning. The Recommendation is especially useful at shared cellular, broadcasting, trunked-radio, and fixed-wireless sites, although complex near-field or beamforming environments may require more detailed measurement or modeling.
• Recommendation ITU-T K.83 (08/2024)—Monitoring of Electromagnetic Field Levels. ITU-T K.83 provides methodologies for long-term or continuous monitoring of environmental electromagnetic-field levels. It addresses the selection of monitoring locations, broadband and frequency-selective equipment, protective housings, calibration, uncertainty, data quality, automated collection, reporting, and public information systems. The Recommendation is particularly relevant to regulators, municipalities, network operators, broadcasters, and organizations responsible for large RF infrastructures. Monitoring can reveal temporal trends and improve transparency, but a fixed monitor represents one location and does not replace a source-specific compliance assessment or personal exposure evaluation.
