10.11.9 Supervision
Training does not remove the need for supervision. The level of supervision should reflect the person's competence, familiarity with the site, task complexity, potential exposure, and reliability of the controls.
Closer supervision may be required for:
- new or not-yet-competent workers;
- contractors or workers unfamiliar with the site or source controls;
- Supervised Visitors;
- trainees and people completing practical assessment;
- work involving outages, isolations, source-state changes, or shared-source coordination; and
- work near energized sources or other high-risk RF activities.
The supervisor must understand the work and controls, be able to intervene, and have the authority and communications needed to stop work or maintain the required source state.
10.11.10 Promoting An RF Safety Culture
An effective organization goes beyond minimum training attendance and promotes open reporting, consultation, learning, and consistent use of controls.
People should be encouraged to report hazards and uncertainty, stop work without hesitation when conditions differ from the plan, and contribute lessons from routine and non-routine work.
Consultation among workers, supervisors, RF specialists, source operators, the Responsible Person, and management helps identify practical weaknesses before they lead to an incident.
10.11.11 Summary
Training and competency are essential parts of an RF safety program and its RF Radiation Safety Plans. The required training follows the person's exposure category, activity, risk, and responsibility. It must cover the relevant hazards, limits, controls, safe work, overexposure response, and special procedures, and be supported by supervision and competency assessment. Site induction supplements rather than replaces role-appropriate training. Current records, refresher training, reassessment, and a strong reporting culture help ensure that the program continues to work in practice.
