10.14.4 Medical Assessment
RPS S-1 recommends that a person suspected or confirmed as overexposed be medically assessed as soon as practical after the event. Medical assessment should not be limited only to cases already judged 'significant' or to people who report symptoms.
The employer or site operator should provide available information on:
- the RF source, frequency range, waveform or modulation, and duty cycle;
- transmitter power, antenna or applicator characteristics, and source operating states;
- the person's location, position, distance, activity, and possible exposure duration;
- the measured, calculated, or reconstructed exposure and its uncertainty;
- the applicable exposure limits and the basis for suspecting or confirming overexposure; and
- any burns, shocks, other injuries, symptoms, first aid, or medical history relevant to the event.
Accurate technical information helps the medical practitioner assess the actual event rather than infer risk from the presence of an RF source alone.
First aid, emergency treatment, and medical assessment should be recorded, with medical information protected under the applicable privacy and health-record arrangements.
10.14.5 Securing The Incident Scene
Once people are safe, the work area and relevant source controls should be secured where necessary for continued protection and investigation.
Depending on the event, this may include:
- maintaining the verified safe source state or approved access restriction;
- preventing changes to equipment settings, software, logs, or source configuration;
- controlling entry and recording anyone who enters the area;
- photographing or mapping the work location, boundaries, equipment, and controls;
- preserving permits, assessments, monitor data, measurements, communications, and other records; and
- identifying witnesses and obtaining time-sensitive accounts.
Evidence preservation must not delay rescue, first aid, hazard control, or other action needed to protect people.
