9.2.1 International Scientific Guidelines

These documents establish the scientific basis and principal exposure limits used in RF radiation protection. They distinguish established adverse health effects from other reported biological responses, define basic restrictions and reference levels, and provide the foundations upon which many national regulations and technical standards are built.

Guidelines for Limiting Exposure to Electromagnetic Fields (100 kHz to 300 GHz), International Commission on Non-Ionizing Radiation Protection (ICNIRP), 2020. These guidelines are the principal international scientific reference for human exposure to radiofrequency electromagnetic fields. They review the evidence for established adverse health effects and derive basic restrictions and reference levels for occupational exposure and the general public. The 2020 revision addresses whole-body and localized heating, brief exposures, contact currents, and absorbed power density at frequencies above 6 GHz. ICNIRP guidance is not legislation in itself, but it has been adopted or adapted by many national authorities, including Australia, and strongly influences international harmonization.

IEEE Std C95.1-2019IEEE Standard for Safety Levels with Respect to Human Exposure to Electric, Magnetic, and Electromagnetic Fields, 0 Hz to 300 GHz. IEEE C95.1 is the principal IEEE exposure-limit standard and covers static fields, low-frequency fields, radio frequencies, microwaves, and millimeter waves. It is based on an independent review conducted through the IEEE International Committee on Electromagnetic Safety and protects against scientifically established adverse effects, principally electrostimulation at lower frequencies and excessive tissue heating at higher frequencies. The standard provides detailed technical rationale, dosimetric reference limits, and externally assessable exposure reference levels. It is active and should be used with its incorporated corrigenda, including the corrections to two exposure-limit figures. It is particularly influential in North America and is widely used by government, defense, industry, manufacturers, and testing organizations.

IEEE Std C95.1-2345-2014—IEEE Standard for Military Workplaces—Force Health Protection Regarding Personnel Exposure to Electric, Magnetic, and Electromagnetic Fields, 0 Hz to 300 GHz. This document applies the IEEE exposure framework to military workplaces containing radar, electronic-warfare systems, high-power communications equipment, and other specialized emitters. It broadened and modernized the approach formerly represented by NATO STANAG 2345 and provides full-spectrum personnel exposure criteria for defense environments. Its primary contribution is the specification of dosimetric reference limits and exposure reference levels suitable for military personnel; detailed safety-program procedures, measurement methods, ordnance hazards, fuel hazards, and electromagnetic compatibility require companion documents. The 2014 edition is now inactive-reserved and is the subject of an IEEE revision project, so users should verify the current status before specifying it for new work.
