9.4.6 Risk Management And Special Circumstances
RPS S-1 requires occupational RF hazards to be managed under the applicable work health and safety legislation. The process includes identifying primary and reradiating sources, assessing exposure and other RF hazards, selecting and implementing controls, maintaining those controls, and monitoring and reviewing their effectiveness.
Controls follow a hierarchy. Elimination is considered first, followed by substitution, engineering controls, administrative controls, personal RF alarms, and other personal protective equipment. Measures higher in the hierarchy are normally more reliable; training, supervision, and safe-work procedures support rather than replace effective source and access controls.
Occupationally exposed people must receive information about health effects, safe working practices, incident procedures, pregnancy, and medical or metallic implants. After an occupationally exposed worker notifies the employer of pregnancy, exposure must not exceed the general-public limits. Procedures are also required to protect people whose medical devices or metallic implants may introduce additional risk.
A plan should be prepared for suspected or confirmed overexposure. It includes first aid where required, timely medical assessment, information about the RF exposure, investigation, corrective action, and reporting under the applicable legal and radiation-protection arrangements. Exceeding a limit does not automatically mean that injury has occurred, but it requires proper assessment and response.
9.4.7 Relationship To Assessment And Regulatory Standards
The document hierarchy is therefore functional rather than interchangeable. ICNIRP provides the scientific protection framework; RPS S-1 states the Australian exposure and risk-management requirements; and assessment standards provide detailed methods for measurement, computation, uncertainty analysis, post-processing, and reporting.
The 2016 edition of AS/NZS 2772.2 predates RPS S-1 and consequently still refers to RPS 3 and NZS 2772.1 in many definitions and examples. RPS S-1 nevertheless expressly permits AS/NZS 2772.2 as an assessment method. When it is used in Australia, the limits, exposure quantities, averaging requirements, and other compliance criteria must be taken from RPS S-1 wherever the documents differ.
Other IEC, IEEE, product, and installation standards may provide the most appropriate method for a particular source. Their results must still be interpreted against the legally applicable exposure framework. RPS S-1 thus connects international science, Australian radiation-protection requirements, technical assessment, and workplace risk management without treating any one document as a substitute for all the others.
