10.10.8 Working At Shared Sites
Shared towers, rooftops, antenna farms, and equipment rooms may contain sources owned or controlled by several organizations. The site owner, source operators, contractors, and Responsible Person must consult, cooperate, and coordinate so that all sources affecting the work are managed.
Before work begins, they should confirm:
- every transmitter and operating mode that can affect the work area;
- who controls each source and how its state will be confirmed;
- the outages, down-powering, beam controls, or isolations required;
- who may authorize changes and restore each source; and
- the communication and handback process throughout the work.
No source should be restored, reconfigured, or tested in a way that affects the work area until the agreed release has been received from every protected work group.
10.10.9 Completion Of Work
The safe system of work continues through completion, handback, and restoration. Before a source is returned to service:
- people, tools, and temporary equipment should be accounted for;
- temporary controls should be removed and permanent barriers and access controls restored;
- all people should be clear of exclusion zones and other affected locations;
- isolations should be released only by authorized people under the approved process;
- permits, status records, and the formal handback should be completed; and
- affected work groups and source operators should be advised before restoration.
If the work changed antenna characteristics, transmitter power, frequency, operating modes, shielding, access, or the surrounding environment, the exposure assessment and applicable Plan should be reviewed before unrestricted operation resumes.
