9.3.7 Role In The Standards Framework

ICNIRP recommendations are not legally binding unless they are adopted through a law, regulation, license condition, or other enforceable instrument. Their role is to provide the scientific protection framework on which many national standards are based.

The layers should therefore be kept distinct: ICNIRP identifies the health-protection basis and exposure restrictions; national authorities translate them into jurisdictional requirements; and technical standards specify practical measurement, calculation, and product-assessment methods.

In Australia, the exposure limits in ARPANSA RPS S-1 are aligned with the 2020 ICNIRP Guidelines and are supplemented by Australian requirements for public protection, occupational risk management, and compliance verification. RPS S-1 is discussed in the following section.
