10.2.5 Competence Through Training

Even the best-designed safety procedures are ineffective unless the people responsible for implementing them understand the hazards involved.

Training therefore forms an essential component of every RF radiation safety program. Personnel should receive information appropriate to their role about known RF health effects, exposure limits, implemented controls, warning signs, safe work practices, overexposure procedures, pregnancy arrangements, and procedures for medical devices or metallic implants.

The depth of training and supervision should reflect the person's work and potential exposure. An RF engineer performing exposure assessments requires detailed technical competence, whereas a Supervised Visitor transiting a Controlled Area requires a task-appropriate briefing and direct supervision.

10.2.6 Verification And Documentation

A safety program cannot rely on assumptions. Measurements, computational modeling, inspections, audits, and equipment tests are used to verify compliance with the applicable exposure limits and confirm that implemented controls remain effective.

These activities should be supported by accurate documentation, including source and exposure assessments, site surveys, calibration records, maintenance logs, training records, incident reports, and risk assessments. Good documentation provides evidence of compliance, supports future reviews, and enables organizations to demonstrate how RF hazards have been managed.

10.2.7 Continuous Improvement

No RF installation remains unchanged throughout its operational life. Transmitters may be upgraded, antennas replaced, operating frequencies modified, new equipment installed, or nearby structures constructed. Each of these changes may alter the RF exposure environment.

RF radiation safety is therefore a continuous management process rather than a one-time assessment. Scheduled reviews, audits, inspections, and reassessment following equipment or workplace changes help ensure that the safety program remains effective and reflects the actual operating environment.
