10.2 PRINCIPLES OF RF RADIATION SAFETY MANAGEMENT
An effective RF radiation safety program is more than a collection of procedures or warning signs. It is a structured management system that integrates scientific knowledge, engineering practice, worker consultation, operational procedures, and organizational responsibilities so that RF exposure remains within the applicable limits during normal and reasonably foreseeable abnormal conditions.
Modern approaches to RF radiation safety closely follow the principles used throughout occupational health and safety management. Rather than responding to incidents after they occur, organizations seek to prevent them through careful planning, risk assessment, implementation of appropriate control measures, verification of their effectiveness, and continuous improvement. This proactive approach recognizes that most RF-related incidents can be prevented if hazards are identified and managed before exposure occurs.
Although the details vary between organizations and jurisdictions, successful RF radiation safety programs are founded upon several common principles.
10.2.1 Protection Of People
The primary objective of every RF radiation safety program is the protection of people, including employees, contractors, visitors, customers, and members of the public. The applicable arrangements depend on potential exposure and on the information, training, supervision, and control available to the person. Occupational exposure above the public limits is permitted only under controlled conditions and remains subject to the occupational limits; members of the public are protected by the public limits.
Protection arrangements must also address pregnancy and persons with active or implanted medical devices or metallic implants. These circumstances may require a specific assessment, additional controls, or modified work arrangements.
