9.2.6 Regulatory Guidance

Regulatory guidance documents explain how legally binding requirements are applied in practice. They should always be read with the current regulation, because guidance can be revised, superseded, or limited to particular equipment and services.

FCC Office of Engineering and Technology Bulletin 65, Edition 97-01—Evaluating Compliance with FCC Guidelines for Human Exposure to Radiofrequency Electromagnetic Fields. OET Bulletin 65 is the best-known practical explanation of the FCC RF exposure framework. It describes screening calculations, maximum permissible exposure, occupational and general-public categories, multiple-transmitter summation, measurement principles, and examples for broadcasting and telecommunications facilities. Although still widely cited, it is guidance rather than a binding standard and dates from 1997. It must therefore be used with the current FCC rules, later Commission orders, and current Knowledge Database procedures. Supplement C, formerly used for portable and mobile devices, has been discontinued and replaced by current equipment-authorization guidance.

9.2.7 Scientific, Policy, And Legislative Foundations

The following World Health Organization documents do not provide current RF compliance limits. Their value lies in explaining the scientific-review, standard-development, harmonization, and legislative processes that support national electromagnetic-field protection systems.

World Health Organization, Environmental Health Criteria 137—Electromagnetic Fields (300 Hz to 300 GHz), 1993. EHC 137 was an early comprehensive international review of electromagnetic-field sources, dosimetry, biological effects, health implications, measurement, and protective measures. It is now scientifically dated and should not be used as a current source of numerical exposure limits. Nevertheless, it remains historically important because it shows the development of international RF health-risk assessment before the modern ICNIRP and IEEE frameworks. It is best treated as a foundational scientific reference and as background to the continuing work of the WHO International EMF Project.

World Health Organization, Framework for Developing Health-Based EMF Standards, 2006. This Framework assists national advisory and regulatory bodies in developing or reviewing science-based electromagnetic-field exposure standards. It discusses the evaluation of scientific evidence, identification of established adverse effects, derivation of quantitative limits, treatment of uncertainty, implementation, communication, and international harmonization. It does not prescribe one set of limits; instead, it explains the principles by which defensible national standards should be constructed. Its major users are regulators, public-health authorities, policy makers, and standards-development organizations.

World Health Organization, Model Legislation for Electromagnetic Fields Protection, 2006. The Model Legislation provides a template for countries establishing a legal framework for protection against non-ionizing electromagnetic fields. It includes a model enabling Act, model Regulations, and an explanatory memorandum describing how responsibilities, standards, enforcement powers, and administrative arrangements can be structured. The document is particularly relevant to governments developing or modernizing national EMF legislation. It complements the WHO Framework by showing how scientifically based limits and recognized IEC or IEEE assessment standards can be incorporated into enforceable national arrangements.
