9.3 ICNIRP GUIDELINES

ICNIRP is an independent scientific organization that develops science-based recommendations for protecting people from non-ionizing radiation. It has no regulatory authority, but its guidelines are widely used as a scientific foundation for national exposure standards and regulations.

The current ICNIRP Guidelines for Limiting Exposure to Electromagnetic Fields (100 kHz to 300 GHz) were published in 2020. They replaced the radiofrequency parts of the 1998 RF guidelines and the 2010 low-frequency guidelines within that frequency range, and address short- and long-term, continuous and discontinuous exposures.

The ICNIRP Guidelines are a scientific exposure-limitation document. They are not legislation, a product test method, a measurement standard, or a workplace procedure. National authorities and standards bodies use the protection framework to develop enforceable requirements and practical methods for demonstrating compliance.

9.3.1 Protection Philosophy

ICNIRP derives exposure restrictions from adverse health effects that are both scientifically substantiated and relevant to human health, rather than from every measurable biological response.

A biological effect is a measurable change in an organism. An adverse health effect impairs health or normal physiological function. The distinction matters because biological systems respond continually to environmental changes, and a detectable response does not by itself demonstrate harm.

Within the 100 kHz to 10 MHz overlap with the low-frequency range, the guidelines include restrictions that protect against direct nerve stimulation. Across the RF range, the principal established interaction relevant to the limits is tissue heating caused by absorbed electromagnetic energy. The restrictions therefore use quantities linked to induced electric fields, energy absorption, and temperature rise.
