9.2 MAJOR RF RADIATION SAFETY GUIDELINES AND STANDARDS

RF radiation safety is governed not by a single universal standard, but by a layered set of scientific guidelines, national legal instruments, assessment standards, and safety-management documents. Together, these sources translate evidence about established adverse effects into exposure limits, methods for demonstrating compliance, and controls for maintaining safe operations.

At RF frequencies, protection is directed principally at preventing excessive tissue heating. Electrical stimulation and contact-current effects also remain relevant toward the lower end of the RF spectrum. The applicable limits and assessment quantities therefore vary with frequency, exposure duration, spatial distribution, and whether exposure is whole-body or localized.

International scientific guidance is led by ICNIRP and IEEE. Australia implements its principal RF exposure framework through ARPANSA RPS S-1, while New Zealand continues to apply NZS 2772.1:1999 for exposure limits. Both countries use AS/NZS 2772.2:2016 for measurement and computation methods. Other jurisdictions adopt their own legal or administrative frameworks, often drawing on the same scientific evidence.

The documents described below are grouped by their principal function. A document may perform more than one role, and its legal force depends on how it is adopted or incorporated in the relevant jurisdiction.

Scientific guidelines evaluate the evidence, identify established adverse effects, and derive exposure restrictions and externally assessable reference levels.
