7.7.2 Exposure Prevention

Exposure prevention is the practical objective toward which the preceding analysis and assessment are directed. Scientific evidence identifies the established adverse effects and relevant interaction mechanisms. Guidelines and standards translate that evidence into exposure restrictions, while compliance assessment determines where, when, and under what operating conditions people could approach or exceed those restrictions. Once these steps have been completed, the emphasis shifts from determining whether a potential exposure exists to preventing unacceptable exposure in practice.

The organization’s RF safety program establishes the overall governance, responsibilities, competence requirements, and management arrangements for achieving this objective. Each workplace or site RF Safety Plan then translates the applicable standards and assessment findings into source-specific and location-specific controls. The Plan should identify the relevant sources, operating conditions, exposure zones, people who may enter those zones, required controls, responsible persons, and methods used to confirm that the controls remain effective.

In this context, exposure prevention does not necessarily mean eliminating every RF field or all human exposure. It means preventing exposure above the applicable restrictions and avoiding unnecessary exposure where reasonably practicable. Most occupational RF overexposures can be prevented by applying the hierarchy of controls. Effective measures include eliminating the need to work near an energized source, de-energizing and isolating transmitters before maintenance, controlling access, increasing separation, reducing power or transmission time, modifying antenna orientation, installing shielding or barriers, and using clear procedures, signs, training, and supervision.

Engineering and isolation controls should be preferred wherever practicable because they are less dependent on individual behavior. Administrative controls remain important where access, operating state, work duration, or coordination between personnel must be managed. Personal protective equipment has a limited role in RF exposure control and should not be used as a substitute for effective source, engineering, isolation, or access controls.

Where implanted or body-worn medical devices are involved, the assessment must also address device-specific electromagnetic compatibility. Compliance with general human-exposure restrictions does not replace the manufacturer’s instructions, clinical advice, or any applicable medical-device safety requirements.

Exposure prevention is an ongoing process rather than a one-time compliance decision. Controls should be verified, maintained, communicated, and reviewed. Changes to equipment, antennas, power, operating modes, site layout, work practices, access arrangements, or applicable standards may require the assessment and RF Safety Plan to be revised.
