10.8.7 Special Installations
Some installations need additional coordination because the source state, affected area, or responsibility is shared or changes during operation.
At shared towers, rooftops, and antenna farms, the site owner, source operators, contractors, and Responsible Person should consult, cooperate, and coordinate. The assessment and Plan must include sources controlled by other organizations that can affect the work area.
Radar, tracking antennas, large earth stations, and beam-forming systems may have boundaries that move or change with pointing direction, scan pattern, traffic, or operating mode. Access controls should respond reliably to those states and should fail safely where practicable.
10.8.8 Periodic Review
Controlled Areas, exclusion zones, their source-state assumptions, and their controls should be reviewed at scheduled intervals and whenever relevant conditions change.
Review is required after changes to transmitter power, frequency, antenna configuration, software-controlled modes, source ownership, nearby structures, access, occupancy, or work procedures. Inspections should verify that barriers, interlocks, locks, markings, signs, and documents remain current and effective.
The boundaries and arrangements should also be reviewed after unauthorized access, a control failure, an alarm, an incident or near miss, or new exposure-assessment information.
10.8.9 Summary
A Controlled Area is the RPS S-1 framework for managing a place where the public limits may be exceeded. Within it, areas above the public and occupational limits must be identified and delineated, access must match each person's exposure category and activity, and a Responsible Person must coordinate the arrangements. Site-defined exclusion zones can prohibit entry where occupational limits may be exceeded or where the Plan requires a conservative margin. Documented assessment, barriers, access controls, signage, safe work, and periodic review together keep workers and the public appropriately protected.
