10.7.4 Administrative Controls

Administrative controls reduce risk by governing access, source operation, work planning, authorization, communication, and behavior rather than by physically reducing the field.

They are essential components of an RF safety program and of individual RF Radiation Safety Plans, but they depend on people receiving, understanding, and following current instructions.

Administrative controls should identify who is responsible, be available at the point of work, and be monitored and reviewed when sources, tasks, personnel, or site conditions change.

10.7.5 Personal RF Monitors

A personal RF monitor is a field-monitoring device carried by a person that alarms when the field at the monitor reaches a designated level, commonly a selected fraction of the relevant reference level.

The monitor does not reduce exposure and is not a personal dosimeter or a calibrated hazard meter. Its purpose is to warn the wearer of an unexpectedly high field so that the agreed alarm response can be followed.

Personal RF monitors can be useful where:

The response can be affected by frequency, field polarization, monitor position, body coupling, and spatial non-uniformity. Selection, alarm settings, placement, calibration, functional checks, training, and the required response to an alarm must therefore be specified. A personal monitor supplements, but does not replace, exposure assessment or higher-order controls.
