10.4.6 Workers
Every worker has an individual responsibility to contribute to a safe working environment.
Workers should follow approved procedures, comply with access restrictions, use controls and safety equipment correctly, participate in consultation and training, and report damaged signs, defective interlocks, changing conditions, suspected overexposure, or any other situation that may increase risk.
Workers are often the first people to identify changing site conditions or emerging hazards. Their active participation is therefore an important part of continuous improvement within the safety management system.
10.4.7 Contractors
Contractors frequently perform maintenance, installation, construction, and inspection activities in areas containing RF transmitters.
Before work begins, contractors should receive site-specific information and the classification, training, supervision, and controls appropriate to their potential exposure and work. A contractor should not be treated as a Supervised Visitor solely because they are not an employee. Contractors, source owners, and the Responsible Person must consult, cooperate, and coordinate so that one party's work does not expose another party's personnel.
Contractors should also notify the site operator before making any modification that could alter the RF exposure environment.
10.4.8 Visitors
Visitors generally have limited knowledge of the RF hazards present at a site.
Under RPS S-1, a Supervised Visitor may transit a Controlled Area under the direct supervision of a Responsible Person, RF Worker, or Controlled Area Worker and may be exposed above the public limits but below the occupational limits. Other visitors remain subject to the public limits. All visitors should receive information appropriate to the visit, remain within designated areas, and follow the instructions of their supervisor.
A site induction alone is not sufficient where direct supervision, additional training, or occupational classification is required by the proposed activity and potential exposure.
