10.4.3 RF Safety Officer
In larger organizations, the functions of the Responsible Person may be supported by a dedicated RF Safety Officer or Health and Safety Adviser.
The RF Safety Officer typically develops organizational procedures, advises management on compliance, coordinates exposure assessments, reviews engineering designs, maintains training programs, and assists with incident investigations. They may also liaise with regulators, independent assessment organizations, and equipment manufacturers.
In smaller organizations, these responsibilities are often combined with those of another engineering or safety position.
10.4.4 Engineers And Designers
Engineers play a central role in preventing RF hazards before equipment enters service.
During the design phase they should consider antenna placement, transmitter power, shielding, interlocks, equipment layout, maintenance access, and the likely exposure of workers and the public. Good engineering design frequently eliminates or significantly reduces hazards long before administrative controls become necessary.
Engineers are also responsible for assessing the impact of equipment modifications, reviewing proposed changes to operating procedures, and ensuring that alterations do not compromise existing exposure assessments or control measures.
10.4.5 Supervisors
Supervisors are responsible for implementing RF safety procedures during day-to-day operations.
Before work begins, supervisors should ensure that personnel understand the task, RF sources, potential exposures, and applicable safe work procedures. Where necessary, they coordinate shutdowns, issue work permits, verify that required exposure-control boundaries and access arrangements are in place, and confirm that controls remain effective throughout the activity.
Supervisors reinforce safe work through observation, coaching, consultation, and corrective action when unsafe behavior or changing conditions are identified.
