10.17 CHAPTER SUMMARY

This chapter has translated the scientific, dosimetric, assessment, and standards material of the preceding chapters into practical RF safety management. An organization operates an RF safety program: the organization-wide system of policy, governance, competence, resources, assurance, and continual improvement. Within that program, one or more formal RF Radiation Safety Plans apply the arrangements to a defined workplace, site, installation, activity, or other scope.

Effective arrangements begin with clear duties and authority, accurate source information, hazard identification, exposure assessment, and RF risk assessment. Each Plan should define its scope, people, source states, Controlled Areas, controls, safe work, emergency arrangements, records, approvals, and review triggers. Compliance with an exposure limit is essential but does not replace management of electrical, thermal, access, work-at-height, coordination, and other associated risks.

The hierarchy of controls gives priority to elimination, source reduction, engineering design, barriers, interlocks, isolation, and other measures that do not depend solely on human behavior. Administrative controls, permits, signs, procedures, training, competence, authorization, supervision, and personal RF monitors then support safe operation and work. Controlled Areas and site-defined exclusion zones must be based on current assessments and matched to the people and activities they control.

Special arrangements may be needed for pregnancy, medical devices, metallic implants, visitors, contractors, and inexperienced workers. Controlled records preserve the evidence for exposure conclusions, controls, training, maintenance, and change. Planned incident arrangements protect people, support prompt medical assessment and exposure reconstruction, and ensure investigation, corrective action, and required reporting. Public protection relies primarily on design and effective restriction of access where public limits may be exceeded.

Auditing, inspection, worker consultation, reassessment, management review, and learning from alarms, near misses, and incidents keep the program and its Plans effective as sources, work, personnel, access, and requirements change. Continual improvement requires findings to be converted into accountable actions whose completion and effectiveness are verified.

The central lesson is that RF radiation safety is not a single measurement or a collection of rules. It is an evidence-based engineering and management discipline that combines competent assessment, reliable controls, coordinated work, clear responsibility, accurate records, and continuing assurance to protect workers and members of the general public.
