10.15.4 Restricting Public Access
Where general public limits may be exceeded, public access to the affected area must be restricted. The boundary and access arrangements should remain effective for the full range of assessed normal source states. Common measures include:
- security fencing;
- locked compounds and gates;
- locked rooftop, balcony, and plant-room access;
- fixed barriers and guarded openings;
- controlled entry systems;
- secure equipment rooms; and
- site and building layouts that prevent unintended public entry.
Access controls require defined ownership, inspection, maintenance, and prompt repair. Temporary changes, open gates, shared keys, damaged fencing, or altered routes must not make an area above the public limits accessible.
10.15.5 Public Signage
RPS S-1 requires appropriate signs or notices complying with AS 1319 where public access is restricted because the general public limits may be exceeded.
The message should be clear to a person without RF training and should identify the access restriction and the action required. Site-specific contact or access information may be added where useful, without obscuring the standardized safety message.
Where entry is limited to authorized people, the sign or notice should be positioned so that it is seen before a person passes the controlled access point.
Signs and notices complement physical barriers, locks, and access management; they do not replace an effective means of preventing public entry.
