10.14.2 Immediate Response
The first priority is the safety of people. The response should follow the applicable Plan and emergency procedure and should not create an additional RF, electrical, work-at-height, or other hazard.
- stop the work and warn affected people;
- move people to a safe location without entering an uncontrolled RF hazard area;
- have an authorized person place the relevant sources in the specified safe state where practicable;
- restrict access and prevent an unauthorized change to the source state;
- provide first aid and obtain emergency assistance or medical assessment as required; and
- notify the Responsible Person, supervisor, and source operators under the agreed process.
Burns, shocks, falls, electrical injuries, heat illness, or other trauma require immediate care under the normal workplace emergency arrangements. Source control and scene safety should support, not delay, urgent rescue and treatment.
10.14.3 Suspected RF Over-Exposure
A suspected overexposure should be assessed promptly. A monitor alarm, unexpected source state, boundary breach, or procedural failure can trigger the process, but none of these alone quantifies the person's exposure.
The initial record should capture:
- the people, date, time, location, task, and sequence of events;
- the RF sources, ownership, frequencies, powers, duty cycles, beams, and operating logs;
- the person's position, posture, distance, route, activity, and possible exposure duration;
- the controls, boundaries, permits, isolations, alarms, and personal RF monitor response;
- available measurements, calculations, photographs, witness information, and equipment data;
- any first aid, symptoms, injuries, medical advice, and actions taken; and
- the assumptions, uncertainty, and information still required for exposure reconstruction.
A competent RF assessment should determine whether an applicable limit was exceeded and, where practicable, estimate the exposure. The technical record should be made available to the medical practitioner and incident investigators.
