10.14.10 Business Continuity
Incident planning should address the operational consequences of source shutdown, restricted access, damaged equipment, unavailable sites, or loss of communications.
Where RF sources support emergency services, critical infrastructure, broadcasting, or essential communications, contingency arrangements may provide alternate services or safe operating configurations.
Business continuity does not justify exposure above an applicable limit or bypassing a required control. Restoration must follow an authorized assessment and return-to-service process.
10.14.11 Summary
Incident and emergency management are planned components of the RF safety program and each applicable RF Radiation Safety Plan. The response protects people, controls sources and access, obtains first aid and prompt medical assessment, preserves evidence, reconstructs the exposure, and meets reporting duties. Investigation and corrective action should address technical, procedural, coordination, human, and management causes. Near misses and alarms also provide valuable learning. Operational restoration may proceed only when the applicable exposure assessment and controls again support safe, authorized operation.
