10.13.2 Risk Assessments
RF risk assessments should be controlled records linked to the applicable RF Radiation Safety Plan. Each assessment should identify:
- the scope, task, people, exposure categories, and source states assessed;
- the direct, indirect, secondary, and reasonably foreseeable hazards;
- the exposure information, applicable limits, assumptions, and uncertainty;
- existing controls and evidence that they are implemented and effective;
- the compliance status and any residual qualitative risk rating;
- additional controls, authorization conditions, and stop-work criteria;
- the people responsible for actions and completion dates; and
- approval, scheduled review, and event-based review triggers.
The current assessment must be readily identifiable. Superseded versions should be retained where needed to explain previous work, changes, incidents, or the development of controls, but must not be mistaken for the current approved basis.
10.13.3 Equipment Documentation
Current technical information for RF-emitting equipment should be available to the people responsible for operation, assessment, control, and maintenance. It may include:
- equipment and source identification, ownership, and specifications;
- rated, configured, and maximum intended transmitter powers;
- antenna type, gain, pattern, polarization, orientation, height, and location;
- operating frequencies, bandwidths, duty cycles, modes, and beam or scan behavior;
- manufacturer manuals and source-control information;
- operation, maintenance, isolation, and test instructions;
- engineering drawings, feeder routes, shielding, interlocks, and access controls; and
- commissioning, configuration, software, and installation records.
Management of change should ensure that equipment documentation, exposure assessments, boundaries, controls, and the applicable Plan are reviewed together when the installation or its operation changes.
