7.6.3 Development Of Action Plans
Any action plan developed must be based on understanding that as soon as we attempt to make a deliberate and lasting change, the systemic nature of the problem will swing into action; the wicked problems will adapt, change and react in counter-intuitive ways. Counter-intuitive response to our remedial strategies or risk-management plans can be attributed to many things. These include the way managers think, the inherent nature of dynamically complex problems, the culture of organisations, the attitude of stakeholders, the extent to which individuals are situationally aware, incompetence, lack of motivation, resistance to change and even deliberate sabotage of attempts to make corrections.
