7 BRINGING COMMAND TECHNOLOGY UNDER CONTROL AGAIN

We have seen how the decline and fall of systems analysis has deprived the military establishment of its only effective means of controlling command technology and we have also recorded the consequences that flow from an uncontrolled command technology. We have found that many of those consequences could seriously damage our national security. It behooves us therefore to consider how one may recapture control over the creative energies of command technology.

To find the way, we must go back to the beginning. As the reader may recall, there were two fundamental facts that contributed to the loss of control: our inability to replace the unpredictive Cold War scenario with an acceptable expression of the post-bellum security environment, and our inability to withstand the siren song of modeling and simulation. To reverse the process, therefore, we must consider these two facts in turn.
