Systems Analysis: Comparing Complex Alternatives to Inform Judgment

Systems analysis is a structured approach to difficult decisions involving interconnected technical, operational, economic, and institutional factors. It defines the problem in its wider context, identifies objectives and constraints, develops alternatives, and compares their likely costs, benefits, risks, and consequences.

In defense, systems analysis became prominent when decision-makers needed to compare weapons, force structures, strategies, and support arrangements across organizational boundaries. Analysts seek common assumptions and measures so that alternatives are not evaluated under conditions selected to favour a preferred answer.

The method may use operations research, economics, statistics, models, experiments, scenarios, and sensitivity analysis, but it is not synonymous with mathematical sophistication. Its most important contribution is often to expose decisive assumptions, uncertainties, trade-offs, and consequences that would otherwise remain implicit.

Systems analysis supports judgment rather than replacing it. Political purpose, adversary behaviour, institutional incentives, ethics, and uncertainty cannot always be represented adequately by a model. A sound analysis therefore explains limitations and shows how conclusions change when assumptions change.
