How Is RF Exposure Managed as a Workplace Risk?

RF radiation safety is the part of workplace safety concerned with preventing harmful exposure to radio-frequency fields and controlling related risks around transmitting and RF processing equipment. In Australia it sits within work health and safety (WHS); other jurisdictions may use occupational health and safety or a similar term.

The process begins by identifying RF sources, their operating modes, accessible areas, and the people who may enter those areas. It includes routine work, testing, maintenance, faults, unusual configurations, and work by contractors or other people who may not know that a transmitter is active.

Risk assessment compares credible exposure conditions with the applicable standard. Measurements, calculations, manufacturer information, site drawings, or computational models may be used. The assessment must consider simultaneous sources and foreseeable changes in distance, power, antenna direction, and operating time.

Controls should follow the hierarchy of controls. Eliminating an unnecessary exposure or isolating the source is preferred. Engineering measures can include interlocks, barriers, shielding, antenna placement, power reduction, or transmitter shutdown arrangements.

Administrative controls supplement engineering measures. They may include defined exclusion zones, permits, procedures, warning signs, access control, scheduling, supervision, training, and communication between equipment operators and workers at the site.

Personal protective equipment has a limited role in many RF situations and should not replace effective control of the source or access to the field. Other workplace hazards, such as working at height, electrical energy, heat, confined spaces, and remote work, must be managed at the same time.

An organization's RF Safety Program provides the policy, governance, competence, resources, assurance, and improvement processes for managing RF risk across its activities. It may support one or more RF Radiation Safety Plans, each translating that program into source, boundary, access, work, incident, and review arrangements for a defined workplace, site, installation, or activity.

The program and each Plan should assign responsibilities, maintain current source and assessment information, verify controls before work, coordinate contractors and shared sites, investigate incidents, audit performance, and trigger review when sources, operating conditions, access, standards, or work practices change.
