How Do Standards Limit Radio-Frequency Exposure?

RF exposure limits are values specified by a standard or regulation to protect people from established adverse effects of radio-frequency fields. They are based on scientific evidence about how RF energy interacts with the body and include conservative reduction factors.

There is no single limit for every RF situation. The relevant quantity and value depend on frequency, whether exposure is whole-body or localized, the area or tissue involved, and the time over which exposure is averaged or integrated.

Standards may express limits as basic restrictions on quantities inside or absorbed by the body. They also provide reference levels for quantities that can usually be measured outside the body. Each type serves a different role in showing compliance.

Separate values are commonly provided for appropriately controlled occupational exposure and for exposure of the general public. The occupational category applies only when the required knowledge, training, supervision, and control are actually present.

Averaging rules are part of the limit. A short peak, an intermittent transmission, and a continuous field cannot be compared correctly without applying the specified time, spatial, and duty-cycle requirements.

An exposure limit is not a sharp boundary between harmlessness and injury. Conservative factors separate the limit from the levels at which established adverse effects occur. An exceedance requires investigation and control, but does not by itself prove that harm has occurred.

Compliance work must identify the applicable jurisdiction, edition of the standard, exposure category, quantities, and averaging provisions. Values from different standards should not be mixed without a documented technical basis.
