What Is Public Protection at RF Installations?

How Are Publicly Accessible Locations Kept Within the General Public Limits?

Public protection at RF installations ensures that members of the public are not exposed above the general public limits. The public may be unaware of RF fields, may be present continually, and cannot reasonably be expected to recognize a boundary or manage an RF hazard.

Duty holders and source owners and operators retain responsibility for protection. Signs and information do not transfer that responsibility to an untrained person. The preferred arrangement makes publicly accessible locations compliant by design and prevents access wherever the public limits may be exceeded.

The assessment should identify all publicly accessible locations and foreseeable circumstances, including paths, roads, parking, residences, workplaces, schools, recreation areas, events, rooftops, balconies, plant areas, mixed-use buildings, and routes used by cleaners, maintenance personnel, or emergency responders.

Public exposure should be assessed for the conditions producing the highest exposure during normal operation. The method may use measurement, calculation, computational modeling, source data, or suitable comparable evidence and should address simultaneous sources, averaging, reflections, uncertainty, and relevant operating states.

The record should identify locations, source configurations, methods, assumptions, uncertainty, results, limits, controls, and conditions on which the conclusion depends. A nominal separation distance or one convenient measurement does not by itself demonstrate continuing compliance.

Design measures include antenna height and placement, directing beams away from accessible locations, suitable patterns and mounting, power or mode limits, shielding, and building and access layouts that keep occupied areas below the public limits. Commissioning should verify the intended result.

Where public limits may be exceeded, access must be effectively restricted for the assessed source states. Fences, locked compounds, secured rooftops and plant rooms, fixed barriers, guarded openings, controlled entry systems, and site layout can prevent unintended entry.

RF Safety Signage and Site Marking should communicate the restriction and required action before the access point. In Australia, signs or notices used for public protection must comply with AS 1319-1994—Safety Signs for the Occupational Environment, but signage does not replace a barrier or lock.

Access controls need ownership, inspection, maintenance, and prompt repair. Open gates, shared keys, damaged fencing, altered routes, public events, or temporary work must not make a location above the public limits accessible.

Shared buildings and multi-operator sites require consultation, cooperation, and coordination. Owners, managers, source operators, employers, and contractors should share current source, boundary, access, outage, emergency, and contact information and establish who controls each access point.

People with building access are not automatically RF Workers. Occupants, cleaners, contractors, visitors, and emergency responders must be classified and controlled for their actual activity; possession of a key or general induction does not authorize entry to an RF Controlled Area.

Public questions should be answered accurately and respectfully. Useful information includes the applicable limits, assessment scope and conditions, methods and uncertainty, and the design, access, monitoring, and review measures. Results should not be reduced to an unsupported assurance.

Management of Change for RF Installations should review public exposure after changes to sources, antennas, software modes, structures, land use, access, occupancy, pedestrian routes, or events. A source assessment can become invalid even when the RF equipment itself has not changed.

Suspected or confirmed public overexposure requires immediate protection, source and access control, preservation of operating information, exposure reconstruction, prompt medical assessment, investigation, corrective action, and applicable reporting. Restoration requires evidence that compliant conditions have been re-established.

Public protection therefore depends primarily on current assessment, safe design, and effective restriction of access. Signage, information, shared-site coordination, inspection, incident arrangements, and change review support those controls and keep publicly accessible locations within the general public limits.
