What Is Contractor and Shared-Site RF Safety?

How Are Multiple Employers, Source Owners, Operators, and Work Groups Coordinated?

Contractor and shared-site RF safety addresses work where different organizations control people, sources, premises, or activities. Risk can arise at rooftops, towers, compounds, buildings, test facilities, and events because no single party automatically holds all the information or authority needed for safe work.

Contractor status is not an RF exposure category. A contractor must be classified according to the work, potential exposure, information, training, supervision, and control and may need to be treated as an RF Worker or Controlled Area Worker. A contractor is not a Supervised Visitor merely because they are external.

Before engagement and access, the contracting arrangements should define the work scope, required technical and RF competence, responsible organizations, authorized people, supervision, equipment, and evidence to be supplied. Site induction supplements rather than replaces task-specific competence and exposure classification.

Planning requires a current inventory of every source affecting the work, including its owner, contact, frequency, maximum state, beam behavior, boundaries, access controls, and assessment. Relevant temporary, neighboring, standby, and remote sources must be included.

All duty holders should consult, cooperate, and coordinate. Responsibilities should be explicit for source information, assessment, authorization, access, isolation or down-powering, verification, emergencies, change approval, and handback. No safety-critical activity should be left to assumption.

Several individually compliant sources can contribute to the exposure at one location. The assessment must therefore consider simultaneous RF sources and the source states that can occur during the task, not merely the installation owned by the organization commissioning the work.

The work briefing should identify RF Controlled Areas and Exclusion Zones, routes, task boundaries, source states, alarms, communications, stop-work conditions, and responsible contacts. It must be understood by every affected crew and available at the work.

Outages, down-powering, and RF Source Isolation, Lockout/Tagout, and Verification must be coordinated across operators. An agreed schedule or remote indication alone is not verification. The arrangement should define who establishes, confirms, changes, and releases each protected state and how concurrent crews are accounted for.

Testing and staged restoration require separately assessed and authorized states. Before energization, affected people must be clear of the relevant area, groups must release their protection, temporary controls must be addressed, and the change in source status must be communicated through the agreed channel.

Contractors must notify the site controller before changing any source, software mode, structure, barrier, or access condition affecting exposure. The change must be reviewed before implementation, even when temporary or like-for-like.

Personal RF monitors can provide a supplementary warning where selected and used correctly, but they do not replace shared source information, a valid assessment, controlled boundaries, isolation, or coordination. An alarm should trigger the predetermined stop-work and reporting response rather than improvised investigation in the field.

Emergency and incident arrangements should cover multiple organizations from the outset. They should identify who controls sources and access, obtains first aid or medical assessment, preserves evidence, reconstructs exposure, communicates with affected employers, investigates causes, and completes any required notification.

Records should preserve classification, competency, source information, assessments, permits, outages, isolation, briefings, changes, incidents, and handback. Each organization should know what it retains and how current information is shared.

Effective shared-site control removes gaps between contractual and operational boundaries. Every party knows who controls each source and decision, the combined exposure has been assessed, work and restoration are coordinated, and no person relies on another organization without confirmed responsibility and evidence.

Contractor and shared-site RF safety creates one coherent safe system from information, authority, and controls that would otherwise remain fragmented across organizations.
