What Are Basic Restrictions and Reference Levels?
How Are Internal Limits Related to Measurable External Fields?
Basic restrictions and reference levels are complementary parts of an RF exposure standard. Basic restrictions are the fundamental limits on quantities induced in, or absorbed by, the body. Reference levels are practical external quantities used to assess compliance.
Depending on frequency and exposure duration, basic restrictions may use induced electric field, specific absorption rate, specific energy absorption, absorbed power density, or absorbed energy density. These quantities relate more directly to the mechanisms that can produce adverse effects.
Internal quantities are often difficult to measure directly in a person. They may require computational dosimetry, laboratory models, or carefully validated calculations. This makes them unsuitable as the only routine field-assessment tool.
Reference levels use quantities that are more accessible to measurement or calculation outside the body, such as electric field strength, magnetic field strength, incident power density, incident energy density, or current. Their exact form depends on frequency and the applicable standard.
Reference levels are derived conservatively from the basic restrictions. Compliance with the relevant reference levels normally demonstrates compliance with the associated basic restrictions under the conditions for which the levels were derived.
Exceeding a reference level does not automatically mean that a basic restriction has been exceeded. It means that the simple screen is no longer sufficient and a more detailed assessment is needed. Compliance is established if the applicable basic restrictions are still met.
The assessment must use the correct exposure category, frequency range, spatial and time averaging, simultaneous-source rules, and measurement uncertainty. A number without those conditions is not a complete compliance result.
