AS 1319-1994—Safety Signs for the Occupational Environment

AS 1319-1994 establishes a standardized approach to safety signs used in Australian workplaces. It supports consistent communication of hazards, prohibited actions, mandatory actions, and safety information through recognizable sign forms, colors, symbols, and wording.

In RF radiation safety, its importance is practical rather than dosimetric. The standard does not define RF exposure limits, calculate field strength, or determine the boundary of a Controlled Area. It provides the sign system through which assessed hazards, access conditions, and required actions can be communicated.

Purpose and Scope

Safety signs should convey a clear message to people approaching or entering an area. The sign category, signal word, symbol, color, wording, size, placement, and viewing distance must suit the intended instruction and the conditions in which the sign will be read.

Signs can warn of a hazard, prohibit entry or an action, require a protective or procedural action, or provide safety information. The sign selected must match the message; a generic warning is not a substitute for stating the access restriction or action needed at the location.

Application to RF Safety

ARPANSA RPS S-1 requires areas where RF exposure may exceed the general-public or occupational limits to be identified and delineated as appropriate. When signs or notices are used in Australia to protect members of the public, RPS S-1 requires them to comply with AS 1319.

An RF sign may need to identify the hazard, the boundary or entry condition, the people authorized to enter, required controls, and a responsible contact. Where several source states or access categories apply, the sign system should direct the reader to the current procedure or authorization rather than compressing a complex assessment into an ambiguous notice.

Relationship to RF Symbols

AS 1319 supplies the Australian occupational safety-sign framework. IEEE C95.2-2018 supplies symbols specifically intended to warn of potentially hazardous RF energy and current-flow hazards. An RF-specific symbol may therefore be incorporated into an Australian sign system where appropriate, together with wording and sign conventions that satisfy the applicable local requirements.

A symbol alone may not explain whether a person must stop, obtain authorization, maintain separation, de-energize a source, or follow a controlled entry process. The complete sign should communicate the site-specific meaning and required response to its intended audience.

Use and Limitations

Signage is an administrative control. It does not reduce RF fields, isolate a transmitter, prevent remote restart, or replace barriers, interlocks, safe antenna placement, verified shutdown, or another higher-order control. Its effectiveness depends on correct selection, visibility, legibility, understanding, maintenance, and enforcement.

Signs should be inspected and updated when sources, boundaries, operating modes, access arrangements, or responsibilities change. Faded, obstructed, contradictory, or obsolete signs can create false assurance. AS 1319 is therefore best used as part of the RF Radiation Safety Plan and the organization's wider RF safety program, supported by assessment, training, access control, and periodic review.
