Jacques Gansler (1934-2018): The Engineer Who Reframed Defense Acquisition

Jacques Singleton Gansler was an American engineer, public official, industry executive, and scholar who treated defense acquisition as a system rather than a purchasing procedure. Weapons and services emerge from interactions among military requirements, technology, budgets, regulation, industrial capacity, competition, and the skills of the acquisition workforce. Improving one transaction could not compensate for weaknesses across that larger system.

Gansler argued that the defense market is neither an ordinary competitive market nor a simple government production line. The state is often the dominant buyer, demand changes sharply, entry costs are high, and national security may require capacity that is uneconomic in peacetime. His work therefore joined Adam Smith's questions about competition and incentives with the practical constraints later faced by Robert McNamara and Alain Enthoven in allocating defence resources.

Engineering, Economics, and Industry

Gansler was born in New York on 21 November 1934. He studied electrical engineering, political economy, and economics, combining technical knowledge with an interest in how institutions fund and organise innovation. His early career included engineering and management positions in electronics and defence companies as well as senior analytical roles in government.

Moving among industry, government, and universities gave him several views of the same problem. A buyer might see excessive cost; a supplier might see unstable orders, specialised compliance, and investments that cannot be recovered in commercial markets. Gansler's analysis tried to make those incentives visible without treating poor performance as inevitable.

Why Defense Markets Behave Differently

Major defence programmes have few buyers and often few qualified suppliers. The government can exercise monopsony power, while specialised firms may possess knowledge or facilities that are difficult to replace. Security restrictions, export controls, long development cycles, and changing threats further limit the comparison with an open consumer market.

These conditions create tension between short-term price and long-term capability. Driving a supplier out may reduce future competition; preserving every supplier may reward inefficiency. A sound strategy must consider production surge, workforce knowledge, critical components, supply-chain resilience, and the option value of maintaining alternative sources.

The Defense Industry and Affording Defense

In The Defense Industry and Affording Defense, Gansler examined the separation of military and commercial production, barriers to entry, weak cost incentives, and the consequences of irregular demand. He urged greater use of commercial technology and practices where military needs did not require unique solutions.

Commercial adoption was not a slogan that every military specification should disappear. The analytical task was to identify which requirements reflected an operational need and which preserved habit, bureaucracy, or a preferred design. Requirements growth, customised components, and fragmented standards could make a programme unaffordable before production began.

Acquisition Reform in Government

Gansler served in senior Department of Defense positions during the 1970s and returned from 1997 to 2001 as Under Secretary of Defense for Acquisition, Technology and Logistics. His portfolio included procurement, research and engineering, logistics, installations, and the industrial base.

He promoted competition, electronic commerce, commercial integration, logistics reform, and more deliberate management of technology risk. Acquisition reform, in his account, required aligned incentives and trained people rather than a periodic rewriting of regulations. Rules could protect public money, but accumulated controls could also slow decisions without creating accountability for outcomes.

Technology, Risk, and the Acquisition Workforce

A new technology can appear successful in a laboratory while remaining immature for reliable field use or economical manufacture. Gansler emphasised testing, systems engineering, manufacturing readiness, and competition among alternative approaches. Risk management should expose uncertainty early, when a programme still has choices, rather than conceal it until schedule and political commitments make change difficult.

He also stressed the acquisition workforce. Contracting officers, engineers, logisticians, cost analysts, programme managers, testers, and users hold different pieces of the evidence. Effective decision making depends on their expertise and on incentives that reward candour, not only the defence of an approved baseline.

Services, Contracting, and Contingency Operations

Modern defence departments buy extensive services as well as equipment. Information technology, maintenance, transport, analysis, security, and operational support can be difficult to specify and measure. Contract type, competition, government oversight, and the quality of the requirement all affect whether a service contract produces capability or merely activity.

Gansler later chaired work on contracting in Iraq and Afghanistan, where urgent demand, dispersed operations, and a thin government workforce exposed systemic weaknesses. Contingency acquisition showed that speed and control are not simple opposites: poor preparation can produce both delay and weak accountability when a crisis arrives.

The Industrial Base as a Strategic Capability

Gansler treated the defence industrial base as part of national strategy. Decisions about research funding, intellectual property, export markets, competition, and production rates shape what a country will be able to design, repair, and manufacture years later. An apparently economical purchase can create a fragile dependency that becomes visible only during disruption.

This does not justify protecting every incumbent contractor. Gansler's preferred tools included wider competition, modular designs, open interfaces, commercial suppliers, and incentives for productivity. The objective was a contestable and adaptable industrial system, not either unrestricted laissez-faire or permanent shelter from market pressure.

University of Maryland and Legacy

After leaving government, Gansler joined the University of Maryland, where he held leadership roles in public policy and directed research on acquisition and logistics. He advised public bodies, served on defence panels, and trained a generation of officials and analysts. He died on 4 December 2018.

His durable contribution is a systems view of acquisition. Cost, schedule, performance, readiness, innovation, and industrial capacity are connected stocks and flows, not independent scorecard entries. Reform succeeds when policy changes the structure that produces results, including information, incentives, skills, and feedback loops.
