Who Was Horst Rittel?

Horst Rittel (1930-1990): The Design Theorist Who Made Argument Central to Planning

Horst Wilhelm Johannes Rittel was a German design theorist whose work reshaped planning, policy, engineering, and design. He argued that many public problems cannot be treated as well-defined technical exercises with agreed objectives, complete information, and a correct solution discoverable before action.

Rittel is best known for wicked problems, developed with Melvin M. Webber, and for the Issue-Based Information System, or IBIS. Both contributions treat design as an argumentative process in which problem understanding, possible responses, evidence, and values develop together.

Mathematics, Physics, and Ulm

Rittel was born in Berlin on 14 July 1930 and studied mathematics and theoretical physics. He taught design methodology at the Ulm School of Design, an institution seeking a disciplined modern approach to product and communication design after the Second World War.

He became increasingly critical of the idea that design could be reduced to a neutral sequence of analysis, synthesis, and evaluation. Designers and planners select goals and descriptions while they work; they do not receive them fully formed from outside the process.

Berkeley and the Science of Design

Rittel joined the University of California, Berkeley, in 1963 and taught architecture and city and regional planning as a professor of the science of design. He later also held a professorship at the University of Stuttgart.

At Berkeley, seminars led by C. West Churchman brought technical systems analysis into contact with urban problems. Rittel's planning disputes involved technology, institutions, communities, and political choice. These situations made the limits of an expert-led systems approach especially visible.

First- and Second-Generation Methods

Rittel described first-generation design methods as systematic procedures that aimed to make design more scientific. They could organise complicated work but often assumed that objectives were given and that experts could define the system from outside.

Second-generation methods recognise multiple stakeholders, competing values, and argument. Expertise still matters, but proposed facts and objectives enter a process of deliberation in which participants can challenge the framing and consequences of action.

Wicked Problems

In Dilemmas in a General Theory of Planning, Rittel and Webber described wicked problems as having no definitive formulation, no stopping rule, and no solution that is simply true or false. Every case is substantially unique, and there is no complete list of permissible responses.

Each attempted solution is a consequential operation rather than a reversible test. An intervention changes the social situation, distributes benefits and harm, and affects how the next problem will be understood. Planners remain responsible for those effects.

Problem and Solution Co-Evolve

For a wicked problem, understanding depends on possible responses. A transport problem can be framed as congestion, access, land use, climate, public finance, or social exclusion. Exploring an option reveals new constraints and stakeholders, which changes the problem formulation.

This recursive movement does not make systematic work impossible. It requires a problem structuring method that records assumptions and preserves alternative perspectives rather than pretending that one objective statement preceded the politics of design.

Issue-Based Information Systems

With Werner Kunz, Rittel developed IBIS to organise deliberation around issues, positions, and arguments. Participants identify a question, propose possible responses, and record reasons supporting or objecting to them. Further questions emerge from the argument.

IBIS makes design rationale visible and later influenced computer-supported argument mapping. It does not resolve disagreement automatically. Large networks can become difficult to navigate, and the person structuring the map still influences which issues and arguments receive attention.

Expertise and Political Responsibility

Rittel rejected the image of a planner as an apolitical expert solving society's problem. Selecting a boundary, measure, or client privileges some interests and time horizons. Stakeholder management is therefore part of the reasoning, not an implementation task added after the solution is chosen.

Participation also has limits. Powerful actors may dominate, affected groups may be absent, and argument may not overcome incompatible interests. Transparency improves responsibility without eliminating conflict.

Legacy

Rittel died on 9 July 1990, five days before his sixtieth birthday. His vocabulary entered planning, design, software development, management, and public policy, sometimes so broadly that any difficult issue is labelled wicked.

His deeper contribution is a theory of design as reasoned political action. When goals and facts are contested, a responsible process exposes the argument, learns through proposed responses, and accepts that intervention creates consequences for which technical expertise alone cannot answer.
