RPS S-1 and AS/NZS 2772.2 are both central to RF exposure assessment in Australia, but they perform different functions. RPS S-1 supplies the current Australian protection requirements, including exposure restrictions and risk-management obligations. AS/NZS 2772.2 supplies technical principles and methods for measurement and computation. A sound assessment uses the two documents together without treating them as interchangeable.
What Is the Difference Between RPS S-1 and AS/NZS 2772.2?
The titles of the two documents can make them appear to be alternative RF standards from which an assessor may simply choose.
In fact, they answer different questions. RPS S-1 identifies what protection requirements apply in Australia; AS/NZS 2772.2 explains how an assessment can be planned, performed, evaluated, and reported.
They are therefore complementary rather than competing documents.
RPS S-1 Defines the Governing Protection Requirements
ARPANSA RPS S-1 is the Australian Standard for Limiting Exposure to Radiofrequency Fields - 100 kHz to 300 GHz. It is aligned with the 2020 ICNIRP Guidelines and states the basic restrictions, reference levels, averaging requirements, brief-exposure provisions, and rules for simultaneous frequencies used in the current Australian framework.
It also contains requirements for compliance verification, occupational risk management, exposure groups, Controlled Areas, public protection, records, and response to suspected overexposure.
Its legal effect depends on how it is adopted or referenced by legislation, regulation, license conditions, and workplace obligations.
AS/NZS 2772.2 Defines Assessment Methods
AS/NZS 2772.2:2016, incorporating Amendment No. 1, is the joint Australian and New Zealand standard on principles and methods of measurement and computation from 3 kHz to 300 GHz.
It describes assessor competence, task definition, source characterization, preliminary assessment, instrument and computational method selection, post-processing, validation, uncertainty, and reporting.
It does not establish the current Australian exposure limits. The limits must come from the governing exposure standard, regulation, license condition, or other applicable instrument.
Why the Dates Matter
AS/NZS 2772.2 was published before RPS S-1 and still refers in many places to the superseded Australian RPS3 standard and to NZS 2772.1.
That does not make its assessment methods obsolete. RPS S-1 expressly permits AS/NZS 2772.2 to be used when verifying compliance.
It does mean that an assessor must not copy a legacy limit, averaging rule, exclusion criterion, or example from AS/NZS 2772.2 without checking it against the current governing requirements.
Which Document Takes Precedence?
For an Australian assessment, RPS S-1 takes precedence wherever the documents differ in exposure quantities, limit values, spatial or temporal averaging, multiple-frequency summation, or other compliance criteria.
AS/NZS 2772.2 remains the method document. Its procedures are applied using the current limits and evaluation requirements supplied by RPS S-1 and any more specific legal instrument.
In New Zealand, the assessor must identify the exposure requirements currently applicable in that jurisdiction rather than assuming that the Australian RPS S-1 limits apply.
How an Assessment Uses Both Documents
The assessor first establishes the jurisdiction, exposure group, governing limits, averaging conditions, summation rules, and compliance decision requirements from RPS S-1 and the applicable legal framework.
AS/NZS 2772.2 is then used to define the task, characterize the sources and environment, perform a preliminary assessment, select measurement, computation, or both, post-process the results, evaluate uncertainty, and prepare the report.
This sequence keeps the protection requirements separate from the technical means used to demonstrate compliance.
Specialized Methods May Also Be Used
AS/NZS 2772.2 is not necessarily the only suitable assessment method for every source. A specialized IEC, IEEE, product, or installation standard may be more appropriate for a particular device or exposure configuration.
RPS S-1 permits relevant IEC or IEEE standards as well as AS/NZS 2772.2 when compliance is verified.
Whichever method is selected, its results must still be interpreted against the legally applicable exposure framework, and the testing authority must be appropriately qualified and experienced.
The Difference Matters in Practice
Confusing the two documents can produce an assessment that is technically careful but compared with an outdated limit, or one that quotes current limits without using a defensible measurement or computational method.
Keeping their roles distinct also clarifies the report: RPS S-1 supplies the criteria, AS/NZS 2772.2 or another suitable standard supplies the method, and the law, license, or workplace arrangement establishes the obligation.
The resulting evidence can then support decisions about boundaries, Controlled Areas, access, signage, maintenance conditions, and other RF safety controls.
