A meter reading has no universal 'high' or 'safe' meaning. It must be compared with the correct frequency-dependent criterion under the applicable averaging, exposure-category, location, operating-condition, and uncertainty provisions.
Why Doesn't a High Measurement Always Mean There Is a Hazard?
A large display value may be below the applicable criterion or use a different quantity or units. A modest value may matter if the applicable limit is lower at that frequency.
“High” Must Be Compared with the Correct Criterion
RF safety standards specify different limits for different quantities, frequencies, exposure categories, and averaging conditions. The measured value must first be converted or processed only as permitted by the applicable assessment method.
Frequency and Quantity Matter
Identical electric-field values can represent different fractions of the applicable reference level at different frequencies. Electric field, magnetic field, power density, current, and dosimetric quantities are not interchangeable, particularly in the near field.
Time-Averaged and Short-Duration Restrictions
Some restrictions use averages over a stated period, while other provisions address brief or instantaneous exposure. Under RPS S-1, applicable high-frequency brief local exposure is evaluated using integrated quantities, while instantaneous temporal peak field-strength reference levels apply only within their specified 100 kHz to 10 MHz range. A short instrument maximum must not automatically be compared with a time-averaged criterion, and averaging must not be used to conceal a separate brief-exposure restriction.
Location and Access Matter
A value in an inaccessible equipment space has a different safety-management implication from the same value in an occupied area. The assessment considers who can reach the location, for how long, and what engineering or administrative controls are in place.
Reference Levels and Basic Restrictions
External reference levels provide practical screening criteria linked conservatively to basic restrictions. Exceeding one does not automatically mean that a basic restriction has been exceeded or that harm will occur; it calls for more detailed assessment or control.
Uncertainty and the Decision Rule
A result near a criterion cannot be interpreted responsibly without its uncertainty and the chosen decision rule. The assessor may need better source information, additional measurements, a more specific calculation, or conservative controls before reaching a conclusion.
Controls and Reassessment
The response is systematic: confirm the method and operating state, identify accessible locations, apply appropriate controls, document the conclusion, and reassess after relevant changes.
Summary
A high reading is evidence to interpret, not a hazard conclusion. The conclusion follows comparison with the correct criterion under defined conditions, with uncertainty and controls considered.
